Foreword for Version 1.80

And here it is: The next version of RXT&T. 

The main things I've done in this version are internal changes making my 
life easier which are not visible to the users. Also I've moved some 
sections. And last I've added some Object-Oriented REXX related 
information. 

Note that beginning with this version the newest version is also always 
available at the OS/2 Shareware BBS from Pete Norloff.
