The keyword instruction SIGNAL

There's a bug (or a feature) in the keyword instruction <SIGNAL. Just try 
the following code:   

 
/* show a bug in the SIGNAL instruction */
/*                                      */
  signal value "xyz"
  return

XYZ:
  say "Hello from XYZ"
